Trap usually just means cross-dressing. There are a handful of works that have straight traps, but the majority do tend to be yaoi. In this case, the tag seems to be a mistake. Still kinda par for the course for anime and hentai for kenomimi. One offs usually don't spend much time on world building just to justify why they have a cat girl. The mangaka tend to prefer maximizing the number of pages they can use for the sex scenes when they're not too worried about telling a story outside of the set up for the scene. This is very much a situation where the artist drew a cat girl because they wanted to.
The works that spend the time doing the world building tend to be multiple chapters. It is not often the much thought is put into the overarching stories outside of the sex though.
