Can actually be deleted. After a short rtecherche, the only work that has of them is incomplete.

Well we allow Incomplete stuff till a complete version is found, though incomplete uploads are only approved if its clearly abandoned instead of WIP, and still in a readable state.

In that case we'll leave it as is, as I said, the tag marks it as "replace when possible" not "replace or it'll be deleted", as long as its readable, like a full chapter being translated instead of cutting off randomly, its allowed under the idea that its better than nothing.
