We've already told you that upvoting pending uploads doesn't do anything, us moderators see the same pending list as users, only difference is the approve/reject buttons on the contribution pages themselves. By the time I see if it has any votes I've already clicked on the gallery to approve or reject it, sometimes just leave it be if it would be very bad for tag variety in that days batch of approvals or its still fairly likely for an updated version to be released on ex soon; but either way it is impossible for me to prioritize upvoted uploads without checking over 1500 pages one by one, by hand, every day
